Fascinating story, David. Neither of us knows if what the police officer said was true, but if it was (and it appears to have a ring of authenticity), it's not a victimless crime. Identity theft is difficult to deal with and feels like, and is, a violation. But your story is also a reminder that crimes or alleged crimes aren't always as simple as they look. Society is certainly to blame, broadly, for some/many of the things we classify as crimes. And yet, we must have rules and most of us require some sense of safety and order to feel secure. I'd love to see real-life stories like this studied in schools and police academies, by journalists and policymakers, and by ideological parties and spinmeisters of all descriptions. Right and left often have trouble looking at actual situations like this without burying facts and realities under rhetoric. It's important, as you tend to do in your writing, to look at everyone as human, not as an abstract "example" of one thing or the other.
